What is the High Pressure Gas Safety Act?

Japan's High Pressure Gas Safety Act regulates the production, storage, sale, transportation and everything else related to the handling and consumption of high pressure gases as well as the manufacture and handling of high pressure gas vessels. The law also serves to promote voluntary activities by private businesses and the High Pressure Gas Safety Institute of Japan aimed at ensuring the safe handling of high pressure gases as well as public safety.

Definition of High Pressure Gases

High pressure gases include:

  1. Compressed gases whose pressure is 1 MPa or higher at normal operating temperatures;
  2. Compressed acetylene gases whose pressure is 0.2 MPa or higher at normal operating temperatures;
  3. Liquefied gases whose pressure is 0.2 MPa or higher at normal operating temperatures; as well as
  4. Liquefied hydrogen cyanide, liquefied methyl-bromide, and liquefied ethylene gases whose pressure exceeds zero Pascal at a temperature of 35°C.

How Regulated High Pressure Gas Equipment Gets Certified

“Regulated high pressure gas equipment” is equipment designed for high pressure gas production. Special inspections related to system design, the quality of materials used, and production processes are required by law.

We apply for certification with the High Pressure Gas Safety Institute of Japan (KHK) who then performs the following inspections:

Design inspection

Material inspection

Processing inspection

Welding inspection

Structural inspection (nondestructive, pressure, and air tightness testing)

Once the equipment has passed all of the above inspections, KHK issues a certificate of compliance.

Once a piece of equipment is certified as passing all the necessary inspections for regulated equipment, it is automatically exempt from any final inspection required by the prefecture where it is to be installed.


Example of Gas Refining Equipment (Deoxidizing Equipment)

The reduction annealing process used in steel manufacture requires the removal of oxygen in order to enhance the purity of nitrogen and hydrogen gases. During the process nitrogen (N2) and hydrogen (H2) are added to the gas (except in the case of mixed gases that contain hydrogen) and the oxygen is removed in the form of water.
Gas refining is a painstaking process that requires careful attention every step of the way. Many chemical reactions (e.g. oxidation) generate enormous amounts of heat, often causing temperatures to rise extremely high. There is also the chance that during the refining process catalysts may be inhibited due to contamination by impurities in the gas.
